This book is based on papers presented and discussions held during the Policy Forum on 'Cross-national Studies of the Quality of Education: Planning their Design and Managing their Impact' held in Paris in 2004. It contains an overview of terminology, concepts and definitions related to cross-national studies on the quality of education. It also examines three key educational policy research design questions: what will be measured, who will be measured, and what are the financial and logistical costs?
