摘要:This publication is an outcome of the International Workshop on Social Funds, held in May 27-30, 1997, in Washington D.C. The workshop's objectives are: 1) to assess a decade's implementation experience of social funds and their impact on poverty reduction; 2) to establish a broad consensus on their main achievements, weaknesses, and risks; 3) to generate a set of recommendations for improving existing operations as well as for the design of future social funds; and 4) to facilitate the integration of international and regional networks of social funds. On the basis of the results of the discussions, the following are the main achievements and weaknesses encountered by social funds over their first ten years of implementation (1986-1996): a) national poverty reduction strategies; b) effectively reaching the poor; c) social participation and partnerships in development; and d) sustainable approaches for service delivery. The international development agencies and the Nongovernmental organizations at the workshop committed themselves to more integrated and coordinated support to social funds. They were also committed to the promotion of a more systematic use of the Internet-based tools to maintain the global dimension of information exchange and to promote further collaboration. The publication of these workshop proceedings is a contribution to this broad international effort.
