- 摘要: This study reviews the rapidly growing HIV/AIDS epidemic, particularly in the Africa region, its devastating impact on development, and the desperate need for urgent action. Two thirds of the world's HIV/AIDS epidemic are in Africa, therefore, given the scale of this epidemic, it is no longer just a public health issue, but a development crisis. The report aims at building an effective response to intensify, expand, and improve current prevention efforts to those particularly vulnerable, and reduce the impact of the epidemic on all sectors. The report, namely, a strategic plan, calls for intensifying action against AIDS in Africa, and advocates to position the epidemic as a central development issue, to increase and sustain, an intensified response. Its approach is to increase resources, and technical support, for African partners and Bank country teams, to mainstream HIV/AIDS activities, and overcome the barriers to expand prevention efforts, targeting both general and specific audiences, including as well, activities to enhance HIV/AIDS treatment and care. The actions call for a knowledge-based expansion to help countries design and manage, prevention, care, and, treatment programs based on epidemic trends, impact forecasts, and identified best practices. This rationale is followed by an implementation plan at the country level, translating operational guidelines into national, multisectoral programs.
