彭明敏,一九二三年生於台中大甲,台大政治系畢業,加拿大麥基爾大學法學碩士,法國巴黎大學法學博士,哈佛大學國際問題研究院研究。三十四歲成為當時台灣最年輕的教授,任教於台大政治系; 一九六四年因發表「台灣自救運動宣言」而成為政治犯、階下囚。一九七○年擺脫軟禁與監視逃亡至瑞典,後即在美國繼續法學研究與授課,長達二十餘年,仍為促進台灣民主政治不遺餘力。一九九二年始得返台,現主持彭明敏文教基金會,致力學術研討並任亞太民主協會理事長。
